Modifications of the CTE after the publication of RD 732/2019

Some requirements have changed to comply with the guidelines and regulations of the European Union regarding energy efficiency in buildings and international commitments regarding climate and energy. These changes have been published in the Official State Bulletin, BOE. We now show you the modifications of the CTE after the publication of RD 732/2019.

What modifications of the CTE after the publication of RD 732/2019 should you know about?

The changes that have occurred serve for the CTE, the Technical Code of Construction, to adapt to the new requirements intended to optimize buildings in terms of energy efficiency, health, comfort, and safety of those who inhabit the homes. This Royal Decree has arisen in response to the new regulations that appear in both Directive 2010/31/EU and 2013/59/EURATOM.

All buildings constructed once this new regulation comes into effect will have high energy efficiency and will also utilize a significant amount of energy from renewable sources. In this way, they will consume 40% less than current constructions on average.

With the new Royal Decree, the goal is to optimize the thermal envelopes of buildings in terms of quality. Furthermore, it will promote the use of more efficient and sustainable technologies. In this way, homes will be more comfortable and will consume the minimum amount of energy.

Additionally, another one of the modifications of the CTE after the publication of RD 732/2019 is that the energy efficiency requirements are updated to comply with the Directive 2010/31/EU, which stipulates that it is mandatory to carry out this review periodically.

What other modifications of the CTE after the publication of RD 732/2019 will need to be complied with?

Next, we want you to know other modifications of the CTE after the publication of RD 732/2019 that will be mandatory:
  • Modifications in the Basic Document DB-HE of Energy savings, in which the minimum energy efficiency values that all buildings are required to comply with are analyzed.
  • In the Basic Document DB-HS of Health, HS 6 of Protection against exposure to radon, there is a new section. It states that it is mandatory for buildings located in areas with a certain risk level to have the necessary means to limit the risk of improper radon exposure from the ground. The municipalities in Spain have been divided into two zones and a series of mitigation techniques have been recommended.
  • Protection barrier between the ground and the habitable spaces of the building.
  • A ventilated containment space
  • A ground depressurization system
  • Install detectors to measure the annual average concentration of radon in the air within the habitable spaces.
Additionally, it will be necessary to make modifications in the Basic Document DB-SI Fire safety, in the section on External Propagation, to adapt to the new demands regarding the external enclosures of buildings and energy efficiency.

Now you know the modifications of the CTE after the publication of RD 732/2019. Since this is a very important matter, it is essential that you are clear on all these updates; if not, we encourage you to contact our team of experts, and you will receive the help you need.
