The building ventilation regulations in Spain are regulated in our country by the CTE on ventilation and the RITE. Those acronyms correspond, respectively, to the Technical Building Code and the Regulation of Thermal Installations in Buildings. Another reference regulation is Royal Decree 390/2021, which sets the requirements for energy certification in buildings.

What is the CTE on ventilation

The Technical Code of Ventilation was approved in 2006 through a royal decree. Since then, it has undergone several modifications, although its main purpose remains the same. It seeks to establish basic quality standards to ensure safety and habitability in buildings.

Thus, it is a general set of regulations resulting from the development of Law 38/1999 of November 5, on the Planning of Construction (LOE). On the other hand, we must not forget that it also addresses technical requirements regarding accessibility as a consequence of what is established in Law 51/2003 of December 2. This regulation refers to equal opportunities, non-discrimination, and universal accessibility for people with disabilities.

The HS-3 section of the CTE on ventilation deals with indoor air quality. The "Generalities" section outlines the scope of application:

Additionally, the CTE on ventilation refers to conditions of:

  • Design of ventilation systems.
  • Construction elements.
  • Construction products.
  • Maintenance and preservation.
Given all the mentioned requirements, in many cases it is necessary to install controlled mechanical ventilation systems.

Main concepts of the building ventilation regulations

The building ventilation regulations include two basic requirements. The first is that buildings are required to provide tools for suitable ventilation. These must guarantee the elimination of pollutants generated by daily activities in those facilities. Likewise, necessary air from outside the building must be provided. In addition, the contaminated air must be extracted.

The second refers to the installation cover. This must usually be the place from which substances resulting from combustion processes are expelled. This requirement seeks to prevent air pollution within the building. It also limits the possibility of contaminated air being discharged through facades or courtyards.

Moreover, the CTE reflects other relevant issues, such as:

  • Specifications regarding ventilation openings.
  • Characteristics of extraction ducts.
  • Requirements for hybrid fans, mechanical fans, and extractors.
In this regard, it is clear that houses are obliged to have ventilation systems. In them, air circulation must occur from dry areas to wet ones. Thus, rooms such as bedrooms, living rooms, or dining rooms must have air intake areas. The kitchen and bathroom must have extraction areas, which can be fans. Finally, between the intake and extraction areas, pass-through openings must be enabled.

To comply with this regulation, the advice of specialists is essential, as the CTE on ventilation includes numerous requirements. Additionally, it has served to adapt various European directives on energy efficiency and protection against radon. In this last case, it is essential to know how to eliminate radon gas through ventilation.
